CP-Type Power Cutters

Only one blade is operational with the CP-type power cutters.
These are useful when performing a cut by placing the fixed blade on
materials, or when it is difficult to execute a precise cut with a
cutter with two operational blades because it is difficult to take an
accurate aim.
